Arizona Department of Child Safety (DCS) has selected new administrator to handle Arizona Education and Training Voucher Program (ETV), which is federally funded program. Beginning summer 2023, Foster Success Education Services has taken over the administration of ETV.
ETV program grants eligible students:
· Up to $5,000 per year
· 5 years or until their 26th birthday
· Awarded based on need
· ETV funds awarded by semester
· Students must maintain 2.0 GPA
Students must meet the following:
· In US foster care on or after their 16th birthday, OR was adopted from US foster care with the adoption finalized after their 16th birthday
· US citizen or meets qualified immigration requirements
· Personal assets (bank account, car, home, etc.) are less than $10,000
How to apply:
· Go to AzETV portal:
www.ArizonaETV.org
· Student will be prompted to create an account and then complete application
· DCS Education Specialist will verify the student’s foster care status and then ASU is notified to complete student’s financial need form on the portal
Forms received by ASU:
About 30 days prior to the new term start date, Foster Success Education Services releases the online forms for ASU to complete. ASU will begin processing around the following estimated dates:
August 1st for Fall term, December 1st for Spring term and April 15th for Summer term.
Funding:
· ASU completes financial need form and submits on portal. Student must be enrolled and packaged.

· Foster Success Education Services will issue checks to ASU approximately 2 weeks after school finalizes the form. Please allow additional timeframe for arrival to ASU and scholarship office processing.
· ETV funds will only be mailed to ASU if the student has a remaining balance. Otherwise, the ETV program mails the checks directly to the student. The checks will be mailed to Cashiering Services for processing and posted as direct payments on the student’s account (this is due to the new federal regulation beginning 2024-25 stating ETV dollars cannot be counted in a student’s FA).
