My desired program is not listed on the Coverdell Fellows page, can I still apply to be a Coverdell Fellow?

Information
To apply for the Coverdell Fellows program, you must apply to one of the programs that the Peace Corps have approved; we cannot make exceptions to allow applications to programs that have not gone through their approval.
