A Certificate of Eligibility (COE) is an official document issued by the U.S. Department of Veterans Affairs (VA) that provides information about your VA education benefits. Schools commonly use the COE during the certification process to verify your education benefit information before submitting your enrollment to the VA.

Who issues a COE?
Only the U.S. Department of Veterans Affairs issues a Certificate of Eligibility. Schools cannot create, issue or modify a COE.
